Security Clearance Levels in Canada and Your Hiring Timeline

Public Services and Procurement Canada publishes a target of seven business days to grant reliability status. Most employers hiring technology contractors plan around that number, and most of them are wrong.

Security clearance in Canada is granted at four levels, and the seven days applies only to a simple reliability request. A request becomes complex the moment a candidate has lived outside Canada for six continuous months during the assessment period, and the published target for a complex request is 120 business days.

In Canadian technology hiring, where a substantial share of the talent pool arrived as skilled immigrants or studied abroad, complex is the normal case rather than the exception. That single distinction accounts for more blown project timelines than any other factor we see on cleared work.

Security clearance levels in Canada, and what reliability status covers

There are four security clearance levels in Canada that matter for technology hiring, and reliability status is the baseline. It grants access to Protected A and Protected B information, which covers most internal government systems, personnel data and routine operations, and it is what the majority of federal contracts require.

The screening is identity verification, a criminal record check and a credit check. Enhanced reliability status adds depth and is valid for a defined term.

Secret clearance in Canada sits above it and allows access to classified information where disclosure could cause serious harm. This is the level most IT consultants on security-sensitive work will need. Top secret sits above that, and enhanced top secret above that again, with the highest levels restricted to Canadian citizens.

The sequencing problem employers miss

Reliability status is a prerequisite for secret clearance. The secret clock does not run alongside the reliability clock. It starts once reliability has been granted.

So a candidate who needs secret clearance and has any complexity in their file is looking at a complex reliability process, and only then the secret process on top of it. Published targets put a simple secret request at 75 business days. Stack that behind a complex reliability request and the honest planning number is most of a year.

The Contract Security Program publishes its own targets, and they are targets rather than guarantees. The clock only starts when a properly completed request is received, which is a detail that quietly adds weeks when forms come back incomplete.

What makes a file complex

The published triggers are worth knowing precisely, because employers routinely assume their candidate is straightforward when they are not:

  • Living outside Canada continuously for six months or more during the assessment period
  • Anything requiring a deeper review of criminal or credit history
  • Adverse information already in the file
  • For secret level, validation of loyalty to Canada

Note what is absent from that list. There is no requirement for a spotless record. Unresolved matters cause problems, undisclosed ones cause more, but a candidate with a resolved issue they have declared is in better shape than one who omitted something minor.

Three practical consequences, and they change how a cleared role should be run.

An already-cleared candidate is worth a premium, and the premium is rational. Hiring someone who holds current reliability or secret clearance removes six to twelve months of waiting. That is not a nice-to-have on a project with a delivery date. It is the difference between a team that starts in March and one that starts in November, and it is why cleared candidates in Ottawa command rates that look inflated until you price the alternative.

Clearance premium appears in no salary data. We looked for it while researching Canadian technology pay. The pool is smaller than the résumé count suggests. A search for cleared candidates is not a search of the technology market with a filter applied. It is a search of a much smaller population, and it moves at a different speed, because those people are usually employed and rarely browsing.

How to plan a cleared search honestly

Ask the clearance question at the requirement stage rather than at offer. Whether the role genuinely needs secret, or whether reliability covers the actual access, is a question worth putting to the security officer before the job is posted. A role specified one level too high can lose a year for no operational reason.

Decide early whether you are hiring cleared or sponsoring clearance, because they are different searches with different candidate pools, timelines and rates. Running both at once usually produces neither.

And build the complex timeline into the plan by default. If the shortlist happens to be simple cases, the project starts early, which is a pleasant problem. Planning for seven days and discovering 120 is not.
