Yes, this is our list, and yes, we are on it. Most “best agencies” articles are written by content farms that have never hired a developer, or by agencies that rank themselves first and name no one else. This is a working comparison of the best IT recruiting agencies in Canada, sometimes called IT staffing agencies or tech recruitment firms, including several we compete against directly, written by people who sit in this market every day. Every firm’s site is linked so you can check our characterizations against their own claims. Where we do not know something, we say “not published” instead of guessing.

Who this comparison is for
“Best” means nothing without constraints, so here are the two buyers this page serves:
Buyer 1: the Ontario mid-market employer making one to five critical tech hires a year, where a mis-hire costs real money and the decision is between boutiques and brand names.
Buyer 2: the enterprise or scaling company that needs volume: many contractors, multiple provinces, vendor-management integration, employer-of-record infrastructure.
These two buyers should choose different firms. The comparison below is built to route each to the right shortlist, including the shortlists that do not include us.
The best IT recruiting agencies in Canada, compared
| Firm | Model | Specialization | Geography | Published data & process | Best fit |
|---|---|---|---|---|---|
| STACK IT Recruitment | Success-based permanent (pay on start, 90-day guarantee) + contract with payroll layer | IT only | Mississauga, Toronto, Ottawa; Ontario-wide | Salary guide (72 roles), interview scorecard, Bill 190 builder, screening process: all public | Employers who want boutique attention with success-based terms, published data, and a 90-day guarantee on every hire |
| Motion Recruitment | Permanent + contract | IT only | Toronto + North America | Runs Tech in Motion events and the Timmy Awards; fees not published | Employers who want maximum candidate-network reach |
| Live Assets | Permanent + contract | IT only, 20+ years | Toronto + North America | Behavioural assessment before submission (per their process); fees not published | Toronto companies comparing established IT boutiques |
| TEKsystems | Contract, managed services, permanent | IT, enterprise scale | National + global | Enterprise capability docs; fees not published | High-volume contract programs, VMS environments |
| Robert Half Technology | Permanent + contract | Multi-discipline (tech, finance, admin, legal) | National, incl. Toronto, Mississauga, Ottawa | Publishes an annual salary guide, credit where due | Multi-discipline hiring where IT is one need among several |
| Randstad Digital | Contract, permanent, employer-of-record | Multi-discipline with a tech division | National + global | Market reports; fees not published | National-scale programs and EOR needs |
| Procom | Contract and permanent staffing, contingent workforce services | IT, enterprise scale, Canadian-founded | Toronto HQ; Canada + U.S. | Fees not published | Canadian-owned option for large contract programs |
| S.i. Systems | Contract and direct hire | IT, enterprise scale, Canadian-founded | National; Calgary HQ, offices across Canada | Fees not published | National Canadian coverage for contract IT programs |
| Kovasys | Permanent + contract | IT only, 20+ years | Toronto, Ottawa, Montreal; bilingual EN/FR | Fees not published | Hiring that spans Ontario and Quebec or requires French |
| DevTalent | Permanent | IT, founder-led | Toronto | Founder regularly quoted as a hiring expert | Startups wanting founder-level technical vetting |
Two honest notes on this table: “fees not published” is the norm in this industry, ours included, because permanent fees are negotiated per engagement (the market range is in the FAQ below). And every firm here is real competition somewhere; there are no strawmen on this list.
Choose us, choose them
The point of a comparison is fit, so here it is stated plainly:
Choose STACK IT if you are an Ontario employer making a small number of high-stakes hires, you want success-based terms with a 90-day guarantee, and you want to inspect how an agency screens before you sign: our scorecard, salary data, and process are public precisely so you can.
Choose an enterprise firm (TEKsystems, Randstad, Procom, S.i. Systems) if you need dozens of contractors, multi-province coverage, or vendor-management-system integration. That is their machine, and a boutique pretending otherwise would be selling you. Procom and S.i. Systems earn a specific mention here: they are the Canadian-founded members of the enterprise tier, which matters if vendor nationality is part of your procurement criteria. That said, if the volume need is Ontario tech specifically, we still want the first call: we will tell you straight whether we can build it or which firm on this list fits better, and that answer costs you nothing.
Choose Robert Half if you are hiring across disciplines in one quarter and want one relationship covering an IT manager and an accountant. Their breadth is the product.
Choose Motion if raw network reach matters most: their event series feeds a candidate pool boutiques cannot match in size.
Choose Kovasys if the role or the org spans Quebec. Genuine bilingual recruiting capability is rarer than it should be.
Choose Live Assets or DevTalent if you want a boutique and we are not the fit: Live Assets for an established Toronto IT-exclusive alternative (if you are choosing between boutiques you will likely talk to both of us, and that is a reasonable shortlist), DevTalent for early-stage technical hires with founder-level vetting.
The profiles
STACK IT Recruitment (read this one with appropriate skepticism)
Boutique IT recruiting since 2005: Mississauga HQ, Toronto and Ottawa offices, placements across Ontario and Canada. Permanent hiring is success-based, meaning you pay when the hire starts, and every permanent placement carries a 90-day guarantee. Contract hiring includes the payroll and compliance layer.
The evidence we would point to instead of adjectives: a free 72-role Canadian Tech Salary Guide built from signed offers, free interactive hiring tools including the interview scorecard our own recruiters use and an Ontario Bill 190 posting builder, a 4.9-star Google rating across 150+ reviews (whole company, as of July 2026), and 200+ roles placed. STACK IT Recruitment Inc. holds active Ontario licences for both recruitment (REC-0000007562) and temporary help (THA-0000007550), verified in the provincial registry. Everything is inspectable before a sales conversation, which is the standard we think this industry should be held to.
The limits, out loud: we are a boutique. Forty contractors in three provinces by quarter end is not our product. And outside Ontario, our depth thins; we place across Canada, but Ontario is where the network is deepest.
Motion Recruitment
Large IT-specialist firm, Toronto office, North American footprint. The distinguishing asset is reach: the Tech in Motion event series and the Timmy Awards feed a candidate network in the hundreds of thousands. A 4.6 Google rating across 328 reviews (as of July 2026) backs the volume up. If the hiring problem is exposure to the maximum number of qualified people, that network is a real advantage. The tradeoff of scale is that the experience runs closer to a process than a partnership.
Live Assets
Toronto boutique, IT-exclusive for over 20 years, with a structured behavioural assessment before candidates are submitted. A 4.8 Google rating across 148 reviews (as of July 2026). Frankly the firm most similar to us on this list, and the comparison a Toronto buyer should make.
TEKsystems
The enterprise heavyweight: national scale, deep bench, managed services, VMS integration, fast ramp on large contract programs. Built for transformation programs, oversized for a single senior hire at a mid-size company. One honest data point: the Toronto office holds a 2.4 Google rating across 32 reviews (as of July 2026), a pattern common to enterprise staffing branches where high contractor volume drives the review mix; weigh it against the scale capability rather than reading it like a boutique score.
Robert Half Technology
The most recognizable staffing brand in Canada, with technology as one practice among several. Credit where due: their annual salary guide is a genuine industry resource and has been for years, and the Toronto office holds a 4.4 Google rating across 241 reviews (as of July 2026). Their breadth is the strength and the limit; a specialist goes deeper on tech, they go wider across functions.
Randstad Digital
Canadian arm of a global giant with a dedicated tech division, national coverage, and mature employer-of-record infrastructure. A 4.5 Google rating across 493 reviews (Canada, as of July 2026). Built for scale; boutique attention on one hard role is not the product.
Procom
Canadian-founded and Toronto-headquartered, one of the largest IT staffing firms in the country, with deep contingent-workforce and contract infrastructure across Canada and the U.S. A 4.5 Google rating across 226 reviews (as of July 2026). If the volume argument points you to the enterprise tier but you would rather the enterprise be Canadian-owned, this is that option.
S.i. Systems
Calgary-headquartered with offices across the country, and one of Canada’s biggest IT contract staffing operations. The Toronto branch holds a 4.3 Google rating across 134 reviews (as of July 2026). National reach with Canadian ownership; the same enterprise-tier caveats about boutique-style attention apply.
Kovasys
Boutique with 20+ years across Toronto, Ottawa, and Montreal, and real English/French capability. A 4.9 Google rating across 55 reviews (as of July 2026). For Ontario-Quebec hiring that combination is the clearest edge on this list.
DevTalent
Small Toronto firm whose founder is regularly quoted as a hiring expert, with hands-on technical vetting that suits early-stage engineering hires. No Google review presence yet, which for a firm this small is a data gap rather than a warning sign.
How to choose an IT recruiting agency in Canada
Match firm size to problem size. One to five stakes-heavy hires favours a boutique; dozens of seats favour the enterprise tier.
Demand the screening process in writing. If an agency cannot show you how it evaluates candidates before you sign, the screening is vague by definition. Ours is published as a working tool; hold everyone, including us, to that standard.
Understand the fee mechanics before the search starts. Success-based permanent fees are paid when the hire starts; guarantee periods vary; contract bill rates bundle the fee, and you should know exactly what that fee covers.
Test their market knowledge with one question: “what does this role pay right now?” An agency worth its fee answers with numbers, unhedged. We publish ours; ask everyone else for theirs.
The long version of this diligence is our guide on how to evaluate a tech recruiter.
IT recruiting agency fees in Canada: what the models cost
Fee structures matter more than fee percentages, so here is the landscape in one view. These are market norms, not one firm’s rate card; treat anything outside these ranges as a question worth asking.
| Model | Typical cost | When you pay | Watch for |
|---|---|---|---|
| Success-based permanent | 15% to 25% of first-year salary | When the hire starts | Guarantee length, and whether it is a replacement or a refund |
| Retained search | 25% to 35%, staged | Portions up front and at milestones | Paying before results; usually reserved for executive roles |
| Contract staffing | Markup built into the hourly bill rate | As the contractor works | Ask what the markup covers: payroll, remittances, insurance, conversion terms |
| Contract-to-hire conversion | Reduced or waived fee after a contract period | At conversion | Conversion fee schedules vary widely; get them in writing before the contract starts |
Our own model is the first row: success-based permanent with a 90-day guarantee, plus contract with the payroll layer included. The full breakdown of what contract fees cover is in our guide to contract recruitment fees.
The best IT recruiting agencies by city
Toronto: the deepest market on this list. Motion, Live Assets, DevTalent, Robert Half, and the enterprise firms all operate here, and so do we, from our Toronto office. Toronto is where the boutique-versus-brand-name decision is most real, because every tier of firm genuinely competes for the same talent.
Ottawa: a thinner agency market with a distinct talent pool: federal, defence, and a strong product scene, often requiring clearance. Robert Half and the enterprise firms have offices; Kovasys covers it; and it is one of our three offices, with dedicated Ottawa coverage. Ask any agency specifically about cleared-role experience here.
Mississauga and the western GTA: enterprise head offices, pharma, and logistics tech, and the market most lists ignore because agencies cluster downtown. It is our home base, headquartered in Mississauga, which we would argue matters for the same reason a downtown office matters in Toronto: the network is where you sit.
For hiring outside these three, most national firms on this list cover the rest of Canada at varying depth, and our own coverage runs across Ontario.
Frequently asked questions
What does an IT recruiting agency cost in Canada?
Permanent placements typically run 15% to 25% of first-year salary, employer-paid on a success basis. Contract staffing builds the fee into the hourly bill rate. Candidates never pay.
What is a normal guarantee period?
90 days is the strong end of standard for permanent placements; 30 to 60 days is common. Ask whether the guarantee is a free replacement or a refund, because those are different promises.
Should I use a boutique or a large IT staffing firm?
Volume and geography decide it. National, high-volume contract programs suit the enterprise tier. High-stakes individual hires, especially in Ontario’s mid-market, are where boutiques earn their keep.
How long does a search take?
For well-scoped permanent tech roles, first qualified candidates inside a week and offers inside a month is a reasonable expectation to hold any specialist to. Contract placements move faster, often inside 5 to 10 business days.
How do I verify a tech recruitment agency’s claims?
Ask for the screening process in writing, read their Google reviews, and ask what specific roles they placed last quarter. An agency that publishes its data and process has less room to hide, which is the entire argument for publishing ours.
STACK IT Recruitment is a boutique Canadian IT recruiting firm. If this comparison was useful and you want to inspect how we work before talking to anyone, the tools, data, and process are public. A better way to hire tech talent.
